April 2024 Committee Meeting Minutes
Welcome to the meeting: The meeting opened at 0710pm using MS Teams on line.
Attendees: Dean Briggs, Don Collyer, Ian Bloodworth, Ashley Cuttell, Glynn Briggs, Gary Meyers and Geoff Russell.
Absences: Steve Batty (calendar glitch)
Previous meeting minutes: The previous meeting minutes draft was distributed by email on 07APR24. Corrections are: minutes approved conditional upon putting more detail on the point score, ensuring there is no contradiction regarding the point score guidance. The minutes can then be sent to GM for publishing on the web site
The Committee received personal updates regarding specific HFVAA members and those updates are not included due to privacy considerations.
New business items being discussed:
1. Race reports – (owner of distribution). DB sent the Phillip Island race report via email on 20MAR24. GR will do the proof reading and distribute to GM for publishing on social media via a link back to the HFVAA web site. GR will also pass the report to Patrick Quinn for inclusion in the Oily Rag. Phil Wisewould has advised that he will support the HFVAA by providing approval to use his photos from his web site.
2. New merchandise (Polo shirts, hats, hoodies, Jackets). Still working on acquiring HFVAA hats and stickers, stickers 2.50 each for a batch of 100, other quotes being sought, would sell for $5. Shirts were popular at PI. Subsequent to a quote received, shirts are being purchased in good faith due to order misunderstanding. Seeking a quote for hats too, logo artwork redone to come up to date, supplier did not charge for design effort which would normally cost $500. A photo of the items for adding to the web site is to be provided by DB to GM.
3. Compliance and inspection check documents
a. All committee members to read over and provide feedback. Committee members need to ensure that all three documents are reviewed for comment and feedback. DC will resend the documents to Committee members with review due in two weeks (24 Apr 24) with feedback to DC.
4. ABN set up to get TYRO or Square to enable an alternate transaction process.
a. How quick can we get this done? Winton fast approaching. - GR getting response from a qualified person and will advise as soon as received.
5. Vc Draft paper (potentially to share for the vote of members). - DB will commence drafting the paper and will distribute a first draft next week. Contact will be made with key stakeholders at Motorsport Australia to prime the required support. The target is a fact based document. The previous drafted papers can provide some information.
6. Targeted race information - (owner of distribution). - DC has emailed out this information, GR to include in minutes from the previous meeting. The Committee discussed which cars and drivers are likely to attend Historic Winton with fourteen likely entrants noted.
7. GEAR discussion (great meetings, loads of Vees, can we do something together). - The Committee noted that GEAR does a good job but applies less restrictive rules and guidance as well as reduced medical and licensing requirements. GEAR offers a relaxed environment and may offer an opportunity for the HFVAA to demonstrate value and encourage new members. The Committee discussed whether GEAR is an opportunity to co-support efforts and to show reciprocal desires. AC has attended GEAR days, which are not racing events and has drivers of various experience but is an opportunity to gain track time. Especially good for test and tuning. DC has spoken to a number of GEAR participants and there is a variation of cars to historic technical regulations, non-spec cars and different objectives by drivers. DC will continue to consult with organisers and participants to seek a mutual benefit. The Committee is aware of the cost issue causing drivers to decide between racing or GEAR options. GEAR provides members with an informative newsletter. The HFVAA may be able to assist GEAR attendees with navigating the requirements for log books and Certificates of Description to enable those cars to participate in historic Formula Vee racing.
8. Open discussion, contributions.
Trophies: is a trophy required for winton? DB is organising some trophies for Winton. No specific title/name has been decided yet for a perpetual trophy. For SMSP HSRCA Historic meeting later in 2024, it is suggested that there could be some trophy categories apart from 1st, 2nd and 3rd.
Video: GR is seeking any video recorded from cars including peripheral activities such as loading and workshops footage to create social media videos that can be used to promote the HFVAA. A request will be made via DC to get HSRCA agreement to use their promotional videos on the HFVAA web site and social media.
Seals: there is a need more seals for compliance sealing, Our NSW sealer and doesn’t have enough seals to do any more engines or gearboxes.
Social Activities: There is a planned get-together at the Pinset Hotel in Wangaratta on the evening of 24th May 2024. As a regular occurrence, HFVAA could aim to nominate a location to have a social gathering on the Friday night before a race meeting. It is planned to have a short meeting at Historic Winton to inform people of what is occurring in context of the HFVAA. DB will lead the meeting and we anticipate that AC, DC and GR will be in attendance. The Committee discussed the need to encourage drivers to bring their historic Formula Vees as their first choice to race meetings, especially where they have access to more than one category of vehicle.
Race commentary: The Committee discussed the value of having knowledgeable commentary and acknowledged the commentary provided in the past by Phil Parkinson. GB suggested having a database of cars to pass to the commentators to provide a basis of knowledge and how this would be useful for historical records generally. These records could also provide a good source of content on the HFVAA web site. The Committee also aired that there could be an element of personal information about the drivers of the specific cars to give a personal element to the commentary. DB advised that he is pursuing an experienced former Formula Vee racer who has expressed a desire to assist with commentary.

Committee members were welcomed to the meeting.
Treasurers report: The report was provided to the Committee via email on 19MAR24 by IB. The report is a cash report without latest cost of merchandise sold. The report shows that the Association remains financial solvent. GM proposed and DB seconded that the report be received and accepted.
New business items being discussed:
1. PI race report – send to our members and make available for Oily Rag etc. Tasking: GR to distribute to Oily Rag and link on fb, and send to GM GM to put report on web site GR to contact Phil Wisewould photographer GR to see if can we get a shot of Mattie and Darryl doing their work
2. Technical role - a number of names can be considered. We need to determine what we need to do from a compliance and checking standpoint, and circulate requirements to members. There are several people who could fulfil this role. DB suggested consideration of another option where the Committee could take on that role and farm specifics out to someone if required. The Committee could nominate a person for a review at meeting. The main reason is the previous incumbents found the role unpleasant and felt discomfort being a fellow member and competitor. Ideally we can table the idea for more formal action. AC pointed out that in seven years of competition his car has never been technically inspected. GR asked about who holds sealing sheets, DB will make some enquiries.
3. The correct holders of the compliance and inspection check documents/inspection sheets are to be identified.
4. Merchandise sales.
ABN set up to get TYRO or Square to enable an alternate transaction process needed. MB did investigation on TYRO and Square; HFVAA doesn’t have an ABN which would be a requirement. GR to seek appropriate advice. • Discussion around the use of Facebook or other mechanism to advertise our brand and merchandise. The Committee noted the decline of promotional posting from the Phillip Island event. More merchandise is needed for upcoming race meetings and DB is doing pricing comparison for value for money assurance.
Good promotional effort achieved at Phillip Island with the sale of stubby holders and shirts. Great work by Mattie and Darryl. A vote of thanks by committee.
Plans for a marquee at Winton, Wakefield and SMP noting that help is needed to set up and for people to be available for enquiries. We need help staffing and backup of marquee and assisting in marquee and promoting the HFVAA. There were an amazing number of enquiries at Phillip Island and places since we have had the Marquee.
5. Vc consideration. Note to our members and seek an endorsement vote to pursue the matter. a. Option to extend Vb dates. b. Draft paper (potentially to share for the vote). The Committee agrees that we should pursue exploring Vc and this action doesn’t need to be shelved, we need to demonstrate a strong argument. DB believes it is unlikely to be an impact on Va/Vb. AC expressed concern about rim width but that is believed to be a regulation change in 1996. GR will go to the Motor Heritage Foundation at SMSP and research the regulations. SB expressed concerned it could go sour as it needs to be in tune with Motorsport Australia current thinking. Bob Cracknell and Neil Turner helped initially and the Committee should seek such advice. Pre-advising the required network first would be helpful. DB/SB/DC/GR to start drafting a suitable case for consideration.
6. Targeted race information – what races should be targeted - shown below. There needs to be sharing of this ambition and pre-interest. The Committee is to please read and comment; ensure we have approval to send email to members, DC will then send to members. It is noted that sustaining the Formula Vee regulations helps overall meetings entry a. Note on 5th category and 1st category racing together. Proposed details are:
1. 27 / 28 April HRCC Autumn Historic Morgan Park https://hrcc.org.au/
2. 25 / 26 May Austin 7 Club Historic Winton https://historicwinton.org/
3. 28/29 September HSRCA Spring Festival - One Raceway https://hsrca.com/

The HFVAA has also agreed a 2024 Club Point Score Competition based on the above targeted events.
Historic Formula Vee Association Australia (HFVAA) Club Comp 2024-terms and conditions.
The Club Competition is run over the four targeted races only.
Competitors can compete and all 4 events but only 3 events count towards the Club Competition.
If a driver competes at all 4 events they drop their worst round. Other racers do not count towards the Club Competition.
In each round all official races earn points except where a race is abandoned, cancelled etc Points are awarded

3rd-8
4th-6
5th-5
6th-4
7th-3
8th-2
All finishes 9 and beyond receive 1 point. Non-finishers receive 0 points. Results will be confirmed by Natsoft or similar platforms depending on the event. The official Club Competition results will be published within 48 hrs of the last event, on the Historic Formula Vee website and some social sites.For 2024 the Club Competition is open to all competitors whether they be a member of the association or not. After the last event the 2024 HFVAA Club Comp the results will be confirmed by the HFVAA committee, announced and trophies issued for 1st to 5th place. The decision of the committee is final and no further correspondence will be entered into.
The HFVAA Club Competition and targeted events are designed to encourage drivers to enter races and promote larger fields for these events. The targeted events will/may change year on year and will not be limited to one geographical area. By allowing events to be dropped the goal it is ensure the Club Competition, as far as practically possible, be fair to the majority.
7. Open discussion and other contributions:
a. SB advised awareness of a Rennmax likely to be available for sale. DC spoke generally of the sale of cars and Rennmax celebration. Committee to assist where possible/ practical.
b. The Committee discussed the challenge of the One Raceway design. GM met the owner. GM also advised that he would have other commitments preventing his attendance on most of the proposed targeted race days.
c. AC was trying to follow the Phillip Island timing on Natsoft, would have been great if notification of timing of race events could have occurred. Please be careful with links to timing, video or merchandise. Unless links are from known club or source, it is a scam.
d. Regarding membership, AC suggested that if we looked at whoever was at a meeting and set a meeting time to get inclusion of drivers. DB to approach known contacts to pursue potential members. DB will be at Winton with marquee and it is suggested that a prorata discount be applied if people sign up on the day.
e. GR advised of the handover of secretary information was planned at a time suitable to Ian Cutcher. f. Constitution - GR advised of the design of Fair Trading deemed clauses and the full membership restrictions whereas no other reviewed constitutions do the same. GR will provide a report for Committee consideration.

The President thanked the Committee members who have served over the previous twelve months.
1. 2022 AGM Minutes: Motion to confirm the minutes of the 2022 AGM moved by Gary Meyers and seconded by Ian Bloodworth. Agreed by members present.
2. 2022 Treasure’s Report: The financial statements were distributed and can be re-sent to any members who did not receive them. The HFVAA has sufficient funds for continued operations with no outstanding financial liabilities being reported Motion to approve the 2022 Treasurer’s Report moved by Don Collyer and seconded by Chris Reeks. Agreed by members present.
3. Summary of the year’s racing and HFVAA activities: Dean referenced the various race meetings that occurred at Sydney Motor Sport Park, Phillip Island, Sandown, Winton and Morgan Park. It was noted that the costs and geographical distance for travel means significant effort, coordination and cooperation is required. The aim is to achieve sufficient entry numbers to have an exclusive grid for Historic Formula Vee cars rather than having to mix with other classes with varying performance differences.
4. Summary of the Motorsport Australia (MA) Historic Eligibility Committee (HEC) findings from the query raised regarding leading/trailing arms on Elfin NG type cars. In May 2023 the HFVAA sought feedback from members regarding the issue with the arms noting that changes would be contrary to the principles of historic racing. The HEC has since advised that changes are not approved and no further action will occur on the matter.
5. Election of new office bearers and committee members: The positions were declared vacant and the following members were appointed unopposed with unanimous approval:

New business items:
1. Race events survey: Dean Briggs suggested that a survey of member’s preferences and expectations could be initiated. Don Collyer mentioned that there is concern over declining entrant numbers, a trend that is also being seen and considered by the HSRCA. To ensure best participation and support demonstrating a strong Association, a schedule of 2024 events will be drafted for member consultation. It would be ideal if the HFVAA can confidently forecast a field of at least fifteen cars at specific events so that the promoters and entrants can undertake optimal event planning. It is anticipated that One Raceway (formerly Wakefield Park) will re-open mid 2024 and the associated HSRCA meeting is planned to be a Rennmax tribute. Don Collyer has also had discussions with FVNSW regarding the inclusion of historic under 5th category eligibility. Dean Briggs advised that the details will be resolved and members informed accordingly.
2. Historic Formula Vee Vc review: Fact finding regarding requirements for a Vc class will continue.
3. Club merchandise: Dean Briggs advised that merchandise sales have proved successful and are contributing to fund raising for the HFVAA. There will be a survey of members for the style of merchandise that is preferred. It was also noted that the very successful effort by Darryl Manea and Mattie Briggs to promote the camaraderie within the HFVAA was greatly appreciated.
4. Eligibility officer: The HFVAA will actively pursue the framework for appointing an Eligibility Officer. Kevan Peters advised that there is background information for an existing process that was drafted by Don Greiveson.
5. 60th anniversary of Formula Vee: Initial discussions have been undertaken with FVNSW. FVNSW is coordinating overall 60th Anniversary planning and the HFVAA will need to become involved more deeply with those preparations. This event is likely to happen at One Raceway (formerly Wakefield Park).
6. Web site: Gary Meyers has offered to continue managing the HFVAA web site. Gary seeks content to add to the website as it is available. Dean Briggs thanked Gary for the work that he has done to develop the web site including the ability to purchase merchandise on line. Gary also advised that he has created a social media page should the HFVAA wish to activate and use it.
7. Dean Briggs spoke of his appreciation to the HSRCA for running the Summer Festival meeting and for conducting media interviews with participants. The interviews are to be used by the HSRCA as content for social media promotion of historic motor racing. Dean also wished all drivers a safe meeting and luck for the Bernie Haehnle trophy race.
